The Riverside County Office of Economic Development (RivCoED) plays a pivotal role in advancing job creation, fostering innovation, and driving economic vitality to shape the region’s future.
In 2025, Riverside County’s population is estimated at 2,495,640, making it the fourth-largest county in California and the fastest-growing county in the state between 2023 and 2024. RivCoED strives to enhance the economic well-being of the county’s residents and businesses through a broad spectrum of efforts - from helping local enterprises thrive and grow, to supporting innovation and driving infrastructure investments that fuel regional prosperity. Economic Development & Regional Support
With its strong entrepreneurial spirit, strategic location, and a highly engaged business community, the cities and communities of Temecula, Murrieta, Menifee, Wildomar, Lake Elsinore, Temecula Valley Wine Country, and French Valley continue to attract high-value sectors such as advanced manufacturing, clean technologies, and biotech/life sciences.
Across Southwest Riverside County and the entire county, RivCoED supports businesses through the Business Assistance NOW Program, helping them navigate permitting, identify incentives and financial resources, connect with talent pipelines, and find the right location to grow and succeed.
Partnerships with the Temecula Valley Chamber of Commerce have been key to expanding outreach and strengthening support for businesses of all sizes - from startups to established enterprises. Local entrepreneurs also benefit from partnerships at the Temecula Valley Entrepreneur’s Exchange (TVE2), an incubator and regional hub for startups and established businesses in Southwest Riverside County. TVE2 houses the Entrepreneurial Resource Center (ERC), a collaborative initiative between the Inland Empire Center for Entrepreneurship (IECE) at CSUSB, the City of Temecula, and Riverside County. Strategically located on the second floor of TVE2, the ERC provides a centralized hub for small business support services, offering no-cost business mentoring, free training programs, networking events, and technical assistance. These services support entrepreneurs and small businesses at every stage, from startup to growth, reflecting a shared commitment to fostering innovation and entrepreneurship in the region. Also located at TVE2, the Southern California Wine Country EDC serves Southwest Riverside County, leveraging more than 30years of expertise to support business relocation, expansion, and pro-business initiatives.
In Murrieta, the Murrieta Innovation Center (MIC) serves as a specialized incubator for life sciences and medical technology firms, providing affordable lab and office space, mentorship, access to capital, and industry connections to support emerging healthcare tech ventures.
Together, these initiatives demonstrate Riverside County’s commitment to fostering a thriving, innovative, and resilient business ecosystem. From supporting startups and small businesses through the Chamber and TVE2, to nurturing high-tech and life sciences ventures at the Murrieta Innovation Center, and guiding companies across the region through the Business Assistance NOW Program, RivCoED and its partners provide the resources, connections, and expertise that businesses need to grow and succeed.
